FAQs: flood and DANA warning systems (Valencia Region)

Practical answers for town councils, EPSAR, engineering firms and critical operators looking to deploy sirens, sensors and COMSIR in line with PATRICOVA and 112CV.

How does the system relate to PATRICOVA and municipal plans?
The design is based on the zoning and hazard levels of PATRICOVA. These zones become operational scenarios in COMSIR (siren zoning, thresholds and checklists), aligned with the municipal flood action plans.
Which bodies take part in deployment and validation?
We coordinate with the Júcar River Basin Authority (SAIH), 112 Valencia Region, Civil Protection and the Local Police. Final validation includes an acoustic and operational drill with a technical report.
How are level/flow sensors integrated with the warning system?
Level and flow sensors and rain gauges send data to COMSIR via GPRS/LoRaWAN/VSAT. When configured thresholds (SAIH or local) are exceeded, automatic or supervised alerts are generated to activate the sirens and notify 112CV and municipal teams.
How is it different from SMS or mobile app alerts?
SMS messages and notifications depend on the mobile network and can fail during a DANA. Electronic sirens reach thousands of people at once, with independent power and ES/VA messages, even without mobile coverage. The best approach is sirens plus complementary channels (SMS, PA, email).
Can messages be broadcast in Valencian and Spanish?
Yes. Custom ES/VA voice messages, played in sequence or by zone. Templates validated with Civil Protection and tested with the public.
Can I activate the sirens in just one neighbourhood or industrial estate?
Yes. Zoned activation from COMSIR by neighbourhood, industrial estate or area defined in the GIS. Every siren is georeferenced so areas can be selected according to PATRICOVA or AEMET warnings.
Do I need an internet connection to operate it?
COMSIR supports hybrid connectivity (Ethernet, 4G, radio link, VSAT) and has local backup. The sirens include a battery and optional solar power for more than 48 h of autonomy.
What maintenance and testing does the system need?
Every six months: inspection of sirens, links and sensors; annually: operational drill. We offer 24/7 technical support, monitoring and spare parts, with an audit log in COMSIR.
Does it comply with the Spanish National Security Framework (ENS) and GDPR?
Yes. COMSIR is adapted to the ENS (Medium/High category), with encrypted communications, access control and logging. Data processing complies with the GDPR, with data minimisation in public alerts.
What support does Lafcarr offer after deployment?
24/7 support, technical training, maintenance (basic/full), support during drills and updating procedures with Civil Protection.
Can it be extended to new risks or neighbouring municipalities?
Yes. The architecture is modular and scalable: add sirens/sensors, integrate other risks (dams, SEVESO, tsunamis) or federate several municipalities in a single COMSIR with role-based permissions.
Can we test without disturbing residents?
Yes. We support silent tests (no audible tone) and time windows agreed with the council. Results are audited (time, operator, unit, status).
Does it integrate with 112CV and municipal systems (GIS, TETRA, PA, email/SMS)?
Yes. Integration with 112CV, TETRA/IP radio links, municipal GIS, public address and messaging (email/SMS) as channels complementing the sirens.
