What is the Seveso framework and what is it for?
The Seveso framework is the European regime designed to prevent major accidents involving dangerous substances and to reduce their consequences for people, assets and the environment. In Spain it is transposed into national law and is mandatory for affected establishments.
Who must comply with Seveso?
Establishments that store, handle or process dangerous substances in significant quantities. Typical indicators include LPG tanks, large flammable-liquid tanks, toxic substances (e.g., chlorine, ammonia) or other high-hazard products. If you manage sizeable inventories, you should verify your status with an up-to-date inventory and a rigorous classification of your substances.
What does Seveso require from an affected establishment?
Core duties include:
  • Notification to the competent authority with establishment and substance data.
  • Major Accident Prevention Policy (MAPP) and a Safety Management System (SMS).
  • Risk assessment and prevention/mitigation measures.
  • Internal Emergency Plan (IEP) and coordination with the External Emergency Plan (EEP).
  • Information to the public and incident logs with continuous improvement.
  • Periodic inspections by the authority and control of substantial modifications.
What is the difference between lower-tier and upper-tier?
Two compliance tiers apply depending on the total quantities of dangerous substances on site. Upper-tier establishments face additional obligations (more detailed technical reports, stronger planning and oversight). The classification is determined from the real inventory of the plant.
What documentation should I have ready?
At minimum: Notification, MAPP, SMS, risk assessment and controls, Internal Emergency Plan (plus inputs to the external plan), operating and maintenance procedures, public information, training and drills, and records of inspections and incidents. Upper-tier sites require more extensive technical documentation and checks.
