On 2021, the municipality of Sabiñánigo, located in the province of Huesca, successfully carried out a real test of its Chemical Risk Emergency Plan, incorporating advanced alert technologies supplied by Lafcarr Project & Design SL.
This simulation marks a key step in improving population safety measures in areas with potential exposure to hazardous substances, following Seveso Directive protocols.
🔊 Installation of Population Warning Sirens
As part of the emergency preparedness plan, three acoustic population warning sirens were installed at strategic locations across Sabiñánigo. These devices are designed to emit high-intensity, recognizable warning tones to inform the population immediately in case of a chemical threat.
Each siren is integrated with Lafcarr’s Early Warning System, capable of:
Rapid alert activation
Local and remote management
Real-time supervision and diagnostics
🛠️ System Setup and Infrastructure
To ensure reliability and flexibility of response, the following elements were deployed:

2 Local activation panels, allowing:
Manual control in isolated scenarios
Remote activation and supervision via secure communication channels

The sirens and control panels are connected via:
PMR (Private Mobile Radio): a secure, independent radio network resistant to common outages
GPRS/3G technology: for real-time communication, remote supervision, and alert management
This multi-layered setup guarantees system operability even in adverse conditions, such as mobile network failures or electricity loss.
