A step forward in critical infrastructure risk management
On May 7th, a public outreach event was held to present the new Emergency Plans for the Baserca (Catalonia) and Llauset (Aragon) dams—both classified as Category A due to their high potential risk. This classification demands thorough planning and effective civil protection measures to minimize impact in the event of an incident.
These new plans were promoted by Endesa, in collaboration with the Ebro River Basin Authority (CHE) and regional emergency services: Civil Protection of Aragon, 112 Aragón, and Protecció Civil de Catalunya. A key element of these plans is the implementation of acoustic alert systems, designed to ensure rapid and safe evacuation when needed.
Lafcarr’s role in public safety
At Lafcarr, we played an active role in this project, taking responsibility for:
📌 Conducting a detailed acoustic study in potentially affected areas.
📌 Designing, supplying, and installing emergency sirens, adapted to the specific topography and territorial characteristics.
During the event, live tests were carried out to activate the sirens, demonstrating their reach, efficiency, and proper integration into the environment. These tests were essential for validating the system in front of authorities, technical teams, and local residents.

As part of the public event, a visual presentation was shown detailing the SAP (Public Warning Points) installed by Lafcarr in Senet and Vilaller municipalities, enhancing population readiness in case of emergency.

Our dam alert systems are not off-the-shelf products. Each system is custom-designed, factoring in the technical, regulatory, and social conditions of its location. This approach ensures that at-risk populations are properly covered, and that local authorities have a reliable warning tool as part of their emergency protocol.
