The Ebro River Basin Authority (CHE) has awarded Lafcarr Proyect & Design, S.L. the project to implement the Emergency Plan for the Las Torcas reservoir on the River Huerva in the municipality of Tosos. The award is an important step for dam safety and has been warmly welcomed by the Huerva Vivo Association.
A collective achievement for water safety in the Ribera del Huerva
Thanks to the efforts of the Huerva Vivo Association, which tabled motions in the town councils of the Ribera del Huerva —all passed unanimously—, this strategic project for emergency prevention and management has gone ahead.
The association expressed its satisfaction: “We are proud to see our work bear fruit. This project will give the area key infrastructure, including an emergency room, communication systems linked to the CHE control centre, Civil Protection and other key points, as well as public warning systems”.
Public investment and citizen oversight
The awarded investment of €97,939 of public funds will be overseen by the Huerva Vivo Association, which has said it will review the project developed by Lafcarr to ensure it meets the stipulated technical and regulatory requirements.
This civic commitment ensures the works are carried out properly and public resources are used transparently, in line with the technology-based risk management solutions Lafcarr provides in various critical settings.
Towards a coordinated Evacuation Plan
The association also stresses the need to follow up the project by drawing up and implementing an Evacuation Plan involving, in a coordinated way, all the municipalities downstream of the Las Torcas reservoir.
“It is essential that people know what to do if the River Huerva floods, to ensure safe and effective evacuation in an emergency”, says Huerva Vivo.
Next steps: the Mezalocha reservoir
Finally, the need for a similar project at the Mezalocha reservoir is highlighted. It is the second most important hydraulic structure on the River Huerva and is currently owned by the Central Irrigation Syndicate.
As the syndicate cannot afford to carry out the project, the CHE has been urged to take over ownership of the reservoir so that it can comply with the current Basic Civil Protection Guideline and the 1996 Technical Regulation on Dam Safety.
Initiatives like this are fully in line with Lafcarr's commitment to developing industrial safety, smart mobility and emergency management solutions.
Lafcarr's commitment to civil protection and the environment
Winning this project strengthens Lafcarr's position as a specialist in civil protection and industrial communication projects, bringing its technical expertise to make public infrastructure more resilient to natural or technological emergencies.
