Implementation of the Emergency Plan for the Foz-Tua Dam – Portugal

Lafcarr Project & Design has carried out the full implementation of the emergency plan for the Foz-Tua dam, located in Portugal, in collaboration with EDP – Energias de Portugal. This project is part of the national initiatives to strengthen the safety of critical hydraulic infrastructures.

Project Objective

The main goal was to establish an effective acoustic warning system that enables a quick response in potential emergency situations, ensuring the safety of populations located downstream from the dam.

Technical Features of the System

• Installation of 14 Acoustic Warning Sirens: 14 high-powered sirens were deployed at the dam crest and in strategic areas of potentially affected zones.
• Remote Supervision: A central operation point was implemented to enable remote supervision of all devices, allowing efficient and centralized management of the warning system.
• Redundant Communication Systems: The system operates through GPRS/3G and Radio PMR technologies, ensuring signal transmission even under adverse conditions.

Geographical Coverage

The warning system covers the municipalities of Carrazeda de Ansiães, São João da Pesqueira, Alijó, Tabuaço, Sabrosa, Armamar, Peso da Régua and Lamego, providing wide and effective coverage in potentially affected areas.

Collaboration with EDP and Public Outreach

In collaboration with EDP, outreach and awareness campaigns were carried out to inform local communities about how the alert system works and what measures to take in the event of an emergency — thereby strengthening a culture of prevention and risk response.
